Roy Serpa
Roy is the Chairman & CEO of BasePoint Health Management and looks forward to expanding the current footprint of BasePoint across the DFW Metroplex and statewide. Roy is a proven industry leader with over 35 years’ experience in Healthcare services in both Behavioral Health and Home Health managing and overseeing the annual revenue generation in excess of $250M & the treatment of 15,000+ patients daily. Roy’s leadership includes Behavioral Health Facility-Based and Free-Standing Home Health Agencies; Executive Leadership & Management; Mergers & Acquisitions; Executive Sales Management; Turn-around Management and Compliance & Regulatory issues. Roy has had three successful healthcare ventures in the Healthcare Services space at Jordan Health Services, a comprehensive Home Health provider as CEO & Partner and at Lakeview Health, a Nationally recognized Addiction treatment group of programs as President & CEO. In addition, Roy was an independent Board member of Castlewood, an eating disorder organization. Roy’s leadership and passion for the Vision and Mission has been instrumental in the growth of BasePoint and in its future footprint.
Kimberly Dobbins
Dr. Dobbins serves as the Chief Medical Officer at BasePoint, leading the BasePoint Academy’s client treatment team as well as seeing patients individually. Dr. Dobbins brings over a decade of experience as a double board-certified Child and Adolescent and Adult Psychiatrist. Her experience comes from multiple care settings that include high acuity Psychiatric ERs, Veteran Affairs outpatient mental health clinic and a community Child Psychiatry clinic, as well as previous professorship at UT Southwestern Dallas. Dr. Dobbins received her undergraduate degrees from Xavier University of New Orleans and the University of Detroit Mercy. She earned her medical degree from St. Louis University School of Medicine. She completed her Adult Psychiatry residency at UT Southwestern in Dallas, TX and her Child Psychiatry training at the University of Maryland in Baltimore.
Blake Serpa
Blake Serpa, Founder and CEO of BasePoint Health Management, applies innovative and progressive thinking to the changing landscape of behavioral healthcare. Blake brings over a decade of experience building strong teams scaling business development and marketing teams and partnering with commercial payors to improve access to behavioral health to patients and families. He has transformed BasePoint from a single mom and pop location to a multi-site behavioral health platform leading the cause in outpatient behavioral healthcare. Blake previously served as VP of Outreach and Admissions at Sabino Recovery and as National Director of Sales and Training at Lakeview Health where he achieved unprecedented growth in outpatient and inpatient service lines. Blake is a visionary with a wealth of industry knowledge and a true passion for improving access to quality behavioral healthcare.
Haley Hicks
Haley Hicks is a Licensed Clinical Social Worker and serves as the Chief Operating Officer at BasePoint Health Management. As the operations leader she also serves as the senior champion of culture at BasePoint. Her clinical experience as a therapist and program director working with dual diagnoses offers a unique insight into understanding patients and their families as they begin their journey to optimal mental and behavioral health. Haley received her Master of Social Work from the University of Texas-Arlington.
Monica Clayborn
Monica Clayborn is the Vice President of Clinical Services at Basepoint, bringing extensive experience in behavioral health and leadership to her role. With a bachelor’s degree in Child and Family Studies and a master’s degree in Counseling from Tarleton State University, Monica has dedicated 12 years to the field of behavioral health, with 10 of those years in various leadership positions.
Becky Kartagener
Becky Kartagener, LMSW, is a behavioral health executive with over 23 years of experience leading quality, compliance, and clinical operations across a variety of treatment settings—including residential centers, acute psychiatric hospitals, and outpatient programs. In her role as Vice President of Compliance at BasePoint, Becky ensures that all services are delivered with the highest standards of safety, integrity, and regulatory excellence. She has also held national and divisional leadership roles with enterprise -level behavioral health organizations, where she supported compliance and accreditation for 15 facilities across the country. Her areas of expertise include Joint Commission and CARF readiness, HIPAA compliance, risk management, and the development of robust performance improvement systems that drive measurable outcomes. Becky holds a Master of Social Work and a Bachelor of Arts in Psychology from Stony Brook University in New York. She is a Licensed Master Social Worker (LMSW) and is widely respected for her ability to bridge clinical excellence with regulatory oversight in support of compassionate, evidence-based care.
Jessica Vogt
Jessica is a seasoned financial leader with nearly 20 years of experience in healthcare and behavioral health organizations. She earned her Bachelor of Science in Accounting from the University of Florida and a Master of Science in Accounting (Audit concentration) from Southern Methodist University. She has held her Texas CPA license since 2008. Throughout her career, Jessica has served in senior financial and operational roles across health systems, physician networks, and multi-site healthcare organizations. Her work has included leading financial operations, revenue cycle management, mergers and acquisitions, and organizational turnarounds in complex behavioral health and medical settings. She has also played an integral role in aligning finance with strategic growth plans, ensuring sustainability and improved patient access to care. In addition to her professional work, Jessica has served as a board member for the North Texas Cancer Support Community, reflecting her commitment to advancing wellness and access to quality care for diverse populations
Tommy Steis
Tommy is a Certified Public Accountant (CPA) and serves as the Director of Finance at BasePoint. With a master’s degree in accounting from the University of Mississippi, Tommy brings a wealth of financial expertise to his role. His professional journey includes stints as an Investment Banking Analyst at Skytale Group and as a Strategy Senior Associate at KPMG, where he honed his skills in financial analysis and strategic planning. Tommy’s passion lies in serving others and demystifying complex business concepts. He excels at making intricate financial matters accessible and understandable, a quality that enhances his effectiveness as a finance leader. Outside of the office, Tommy enjoys fishing, golfing, watching sports, and enjoying the outdoors.
